Food Value Chains Development Project (PDC2V)

1. The Republic of Côte d'Ivoire has received a credit from the International Association for Development to finance the Food Value Chains Development Project (PDC2V), and intends to use part of this credit to carry out payments under the Contract relating to Acquisition, installation and training in the use of equipment for the central laboratories (LCAE: CENTRAL LABORATORY OF AGROCHEMIE AND ECOTOXICOLOGY, LCHAI: CENTRAL LABORATORY FOR FOOD HYGIENE AND AGROINDUSTRY: LABORATORY CENTRAL FOR FOOD HYGIENE AND AGRO-INDUSTRY, LCV: CENTRAL VETERINARY LABORATORY) of LANADA

2. The Interprofessional Fund for Agricultural Research and Advice (FIRCA) acting in its capacity as fiduciary agency of the Food Value Chains Development Project (PDC2V), solicits closed offers from eligible bidders who meet the qualifications required for the acquisition, delivery, installation and training in the use of LANADA central laboratory equipment in a single batch. The market will be passed on unit price. The delivery time is Five (5) months. Any longer delivery time will result in the rejection of the offer. The place of delivery is: the central laboratories of LANADA (LCAE: CENTRAL LABORATORY FOR AGROCHEMISTRY AND ECOTOXICOLOGY, LCHAI: CENTRAL LABORATORY FOR FOOD HYGIENE AND AGROINDUSTRY: CENTRAL LABORATORY FOR FOOD HYGIENE AND AGROINDUSTRY, LCV: CENTRAL VETERINARY LABORATORY)

3. Procurement will be conducted by International Competitive Bidding (ICB) as defined in the "Procurement Regulations for Borrowers seeking World Bank Financing for Investment Projects (REITs) of July 2016 issued updated in November 2017, August 2018 and November 2020” of the World Bank (“the Procurement Rules”), and open to all bidders from eligible countries as defined in the Procurement Rules.

4. Interested and eligible Bidders may obtain information from the Interprofessional Fund for Agricultural Research and Advice (FIRCA) and read the Tender documents at the address mentioned, from 8:30 a.m. to 12:30 p.m. minutes and from 2:30 p.m. to 5:30 p.m. G.T., on working days.

5. Interested and eligible Bidders may obtain a complete tender dossier in French by submitting a written request to the address mentioned below and against a non-refundable payment7 of Fifty thousand (50,000) CFA francs. The method of payment will be cash. The tender dossier will be physically withdrawn and transmitted electronically.

6. Tenders must be submitted to the address below no later than Tuesday, June 27, 2023 at 10 a.m. Electronic submission of bids will not be permitted. The Late bids will not be accepted. Tenders will be opened in the presence of the representatives of the tenderers present in person at the address mentioned below at 10:30 a.m. on Tuesday, June 27, 2023

7. All offers must include a guarantee of the offer for an amount of fifteen million (15,000,000.) CFA francs established by a bank, a financial organization or a third party approved by the Minister in charge of finance of the Republic of Côte d'Ivoire or issued by a bank established in the WAEMU area. If a bidder produces a bid guarantee from a foreign bank (a bank outside the WAEMU area), this must be accompanied by a signed agreement between the guarantor and a bank established in Côte d'Ivoire or in the WAEMU area. WAEMU. Bidders will remain committed to their bid for a period of 120 days from the deadline for submission of bids. This offer guarantee will remain valid for 28 days after the expiry of the period of validity of the offers, i.e. (120 days +28 days = 148 days). 
N.B: The bid guarantee may be comprehensive in the event of co-contracting.
