Short description of the contract or purchase(s):

Conduct of a study on the Career System, Job Description Framework and Staffing Needs of the Central Bank of Cyprus
The delivery of a forward-looking independent assessment study of the Central Bank of Cyprus's Career System, Job Descriptions Framework and Staffing Needs that assesses and provides the following deliverables
1. To consider consolidating/transposing the current 17-layered career path/pay scales into an amended dual career path/salary bands (non-experts and experts), on the basis of a study's recommendations of nine hierarchical levels.
2. To analyse all related policies and practices that the Central Bank of Cyprus needs to amend or employ in order to manage the amended career path.
3. To undertake a basic actuarial assessment and valuation of the total salary cost for the Bank in a ten year time-horizon considering the proposed new salary framework and career system.
4. To assess the adequacy of the job descriptions and the required skills and qualifications prepared and submitted by the business units, in view of the analysis of the approved roles and responsibilities of each business sector.
5. To evaluate the staffing needs and corresponding skills and qualifications submitted by each business sector based on the volume of transactions, key output indicators and institutional framework and reassess the suggestions made by the Project Management Office and the consulting firm.
6. To carry out an assessment of the current staff's academic and professional skills (including work experience) vs the new requirements per position and come up with respective capability gaps.
7. To incorporate best international practices in the field of staff benefits and to reconsider the existing annual automatic increments practice correlating it with employee overall performance.

Duration of the contract or time limit for completion: in days: 35 (from the award of the contract).

Technical capacity

Information and formalities necessary for evaluating if the requirements are met:
Please refer to tender documents, inter alia, to participate in the tender procedure, interested economic operators must meet the following requirements concerning their technical and professional ability:
1. The number of natural persons permanently employed by the interested economic operator per year, on average during the last three (3) years, should not be less than 100.
2. They must possess, and be able to document adequately, (or otherwise rejected as inadmissible) know-how and experience in the implementation of contracts similar to the contract being put out to tender. Specifically, they must possess proven experience in the provision of the following type of services:
— Undertaking in depth forward looking human resources and actuarial studies or projects for human resources internal staffing, capabilities gap and career systems of Eurozone central banks or large organic units thereof.
3. They must, during the last five (5) years, have completed successfully at least two similar (2) similar contracts, with a budgeted cost amounting to at least 0,050 million EUR each and having as their scope the provision of services of the category or a combination categories 79411100, 79414000, 79600000, 79634000, 66519600 of the CPV classification with a minimum participation rate of 50 per cent. The term ‘completed’ shall mean that implementation of the respective contract is at least 80 % complete.
