The Government seeks to appoint a reputable independent advisor or consortium thereof, with extensive relevant expertise, to: 
(a) analyse the lottery market in Cyprus and the relevant trends in the global gaming market; 
(b) identify, analyse and present the private sector participation options and respective structures regarding the National Lottery; 
(c) assess and adequately develop Cyprus' existing regulatory framework pertaining to the lottery activities and any relevant impending legislation and draft/ prepare/amend all necessary underlying laws and regulations and secure their enactment; and 
(d) manage all aspects of the Project from initiation, preparation, execution and management up to the financial close of the Transaction.

Description of these options: After the provision of the privatization process the Government reserves the right to request (under additional contracts) from the advisor that will be awarded the contract following the current procedure, the provision of ad-hoc support or advisory services, whenever such a need emerges, for a period of 3 years.
