The provision of consultancy services for the development of a Sustainable Urban Mobility Plan (SUMP) for the greater urban area of the City of Limassol.
Estimated value excluding VAT: 920 000 EUR
Deposits and guarantees required:
As per tender documents:
1. Tender Guarantee (15 000 EUR);
2. Performance Guarantee (2 % of the Contract Value);
3. Advance Payment Guarantee (5 % of the Contract Value).

Minimum level(s) of standards possibly required:
1. The number of natural persons permanently employed by the interested economic operator, on average during the last three (3) years, should not be less than ten (10) among which at least three (3) should be experts on Transport Planning/Engineering. The qualifications of these experts should be based on the requirements or similar to those noted in paragraph 6.1 in Annex II. In the case of consortium of legal or physical persons, the aforementioned requirement regarding permanent staff refers to the cumulative number.
2. They must possess, and be able to document adequately, know-how and experience in the implementation of contracts similar to the contract being put out to tender and, more specifically, they must possess experience in the provision of the following service types:
— Sustainable urban mobility planning (SUMP);
— Transport planning;
— Traffic engineering;
— Transport/traffic surveys;
— Transport/traffic modelling;
— Land use planning;
— Transport economics;
— Public transport planning;
— Intelligent transport systems (ITS);
— Urban freight transport;
— Forecasting model development;
— Economic cost effectiveness analysis;
— Analysis of options;
— Engineering design and cost estimation;
— Economic evaluation;
— Financial evaluation and sensitivity analyses;
— Environmental impact assessment.
3. They must, during the last five (5) years, have completed successfully at least one (1) contract, with a value at least 720 000 EUR and having as their scope the provision of services for a Sustainable Urban Mobility Plan (SUMP) or equivalent plan with a scope and objectives similar to those noted on paragraphs 1.6.5 and 2.1 of Annex II, Terms of Reference — Technical Specifications of the Tender Documents, with a minimum participation rate of 40 %. The term ‘completed’ shall mean that implementation of the respective contract is at least 80 % complete. In addition.
4. They must include in the proposed Project Team which will implement the Contract Scope, as key experts, personnel whose qualifications shall cover the minimum required 1s, as these are described in paragraph 6.1 of Annex II. Terms of Reference — Technical Specifications of the Tender Documents.
5. It is understood that if the interested economic operator is a consortium of persons, it is enough for the above requirements to be met cumulatively by the consortium members.
